BOARD OF CONTROL MEETING MINUTES
June 6-8, 2000

  1. Roll Call

  2. Minutes of the last meeting were approved.

  3. State office was given the authority to make the draw for the region and state volleyball tournaments.

  4. Approved the financial report of the 1999-2000 state basketball tournaments.

  5. Voted to go back to sub-state format and continue to bring eight teams to the state basketball tournament. Voted to cut out team expenses in the quarterfinal round and set minimum seating requirements for sub-states. Eliminated reserved seat tickets and set general admission ticket price at $7 per ticket per session.

  6. Denied Bearden High School's request to alternate the weeks of the boys' and girls' state basketball tournaments.

  7. Approved the financial report of the 1999-2000 wrestling tournament series.

  8. Heard and approved the report of the 2000 Athletic Directors' Conference.

  9. Approved the report of the District and Regional Coordinators' Meeting.

  10. In regard to the report from the State Wrestling Coaches Association, the board voted to move growth allowance to January 1 and leave certification as it is.

    Approved the state office's recommendation for the criteria of breaking a tie when two or more teams are tied for first or second place. The criteria will be to apply the following tiebreaker to all meets involving the teams that are tied:

    1. Greater number of victories.
    2. Greater number of six point victories (includes falls, forfeits, and defaults).
    3. Greater number of falls.
    4. Greater number of technical falls.
    5. Greater number of major decisions.
    6. Greater number of decisions.
    7. The least amount of cumulative time for falls.
    8. The least amount of cumulative time for technical falls.
    9. Greatest number of match points.
    10. Coin toss.
    The board voted to take no action on all other proposals from the State Wrestling Coaches Association.

  11. Approved the following format for the 2001 state track meet:

    3200 Meter Run - 9:00 a.m.
    Field Events - 10:00 a.m.
    Running Events - 5:00 p.m.

    The Board voted to take no action on the proposal to award a "champion of champions" and best male and female athletes for decathlon/pentathlon.

    Voted to deny moving the state track meet to the previous Friday and Saturday.

  12. Voted to stay at Chattanooga for the Division I individual wrestling tournament, Father Ryan for the Division II wrestling tournament, and Clarksville High School for the state dual meet.

  13. The Board voted to go to a four-year classification period. Contracts would be for two years. At the end of the two-year period new schools would be added and only schools whose enrollment had increased or decreased by 20% would be moved.

    The Board voted to stay with the present classification format.

  14. Voted to use Cheatham County's highest enrollment figure of 780 (current grades of 7, 8, 9, and 10) for re-classification purposes.

  15. Voted to use Brine soccer balls at the state tournament for the next four-year period.

  16. Denied B.T. Washington's request for a change in basketball from two to three invitational tournaments.

  17. Approved Wilson Central High School's request for membership beginning with the 2001-2002 school year.

  18. Approved the criteria for the Division II state wrestling tournament.

  19. Denied Sequoyah High School's request for a change in the appeals process for ejections.

  20. Denied Huntland High School's request for a change in the definition of a doubleheader.

  21. Approved proposed changes in volleyball regulations.

  22. Board referred to home school study committee questions in regard to home school teams playing TSSAA member schools.

  23. Approved financial aid report.

  24. Approved Tennessee Tech's request for an exception to hold their volleyball camp on August 1.

  25. Denied Chattanooga Christian's request to allow 16 cheerleaders on the floor at the state basketball tournament.

  26. Approved Walker Valley High School's request for membership beginning in the 2001-2002 school year.

  27. Approved staff's recommendation in regard to official's fees.
