BOARD OF CONTROL
Paris, Tennessee
June 5-7, 2001
- Roll Call.
Minutes of previous meeting were approved.
Voted to instruct the state office to make the draw for the regional and state volleyball tournaments.
Approved the financial report of the 2000-01 State Basketball Tournaments.
Approved the financial report of the 2000-01 Wrestling Tournament Series.
Approved the report of the 2001 Athletic Directors' Conference.
Approved the report of the 2001 Cheerleading Coaches' Conference.
Heard the Sportsmanship Review for the 2000-01 school year. Voted to have a systematic reporting system to superintendents and principals of those schools that have an excessive number of unsportsmanlike incidences.
Voted to have underclassmen sit out the first game of the next season in the same sport the penalty occurred, instead of sitting out the first contest of the next sport the student-athlete participates in when an ejection occurs in the last game of the season. Seniors will continue to sit out contest(s) of the next sport they participate in. The meeting of parents and principals should be immediate.
Took the following action on proposals from the State Wrestling Coaches' Association and Soddy Daisy High School:
- Took no action on the proposal to move to eight places for the state tournament.
- Took no action on the proposal to split the state duals into three separate classifications by enrollment.
- Denied the proposal by region seven to have the runners-up of each region in state duals to travel to wrestle the champions of each region, with the winners of these eight matches advancing to the state.
- Denied the proposal to recognize a small state school tournament team.
- Approved the proposal to reinstate medals for all wrestlers on the winning state dual teams. Plaques for district runners-up will no longer be given.
Approved the limit the number of wrestlers a team may bring to the state duals to 22.
- Voted to move the 2002 State Tournament for both Division I and Division II to McKenzie Arena in Chattanooga and hold both individual tournaments on the same weekend. The Division I tournament will be held on Thursday, Friday, Saturday of the third weekend in February. The Division II tournament will be held on Friday and Saturday of the third weekend in February.
- Took no action that a top performer award be given in all track and field events and cross country.
- Approved that the following rules be put in place in Division II track and field at the regional meets:
- In the high jump, the opening height would start at an even height and increase in two-inch increments (with an exception being made only for an athlete who has won first place and is going for an additional height and the rules then permit the athlete to move the bar at his or her discretion.
- In pole vault, the opening height would start at either an even interval in feet or six-inch intervals (example 8' or 8'6") and that the bar be moved in six-inch intervals. The same would apply in regard to an individual who had won the competition.
- All straight races be run in the conventional direction. All of these are rules followed at the State Meet level.
- Approved that all decathlon and pentathlon regions and sections must be completed by the second Friday in May.
- Approved that the IAAF scoring table be used for the triple jump in the decathlon.
- Approved that all regions and sections use the high tech software program for the regions and section meets that would be compatible with the one used very successfully in this year's State Meet.
- Approved the proposal for realignment of Districts 11 and 12 in Junior Division Basketball.
- Heard Cosby High School's recommendation to verify seating capacities at gymnasiums for Sectional Basketball Tournaments and requested the staff to study and bring a recommendation to the next Board meeting.
- Discussed David Lipscomb High School's request concerning Zero Week in football. This required no action.
- Denied Fairview High School's request to change from District 9 AA to District 10 AA in basketball, baseball, and softball.
- Voted that the action taken at the March Board meeting concerning E.O. Coffman Middle School remain the same.
- Approved the regulations and the tournament series for Bowling for the 2001-02 school year. The tournament series will be as follows:
District Tournaments must be completed by January 11.
Regional Tournaments must be completed by January 18.
State Bowling Tournament will be held January 25-26.
- Approved that we begin in 2001 with a Hall of Champions benefit basketball game that could be played on the Friday and Saturday preceding the start of the season. Schools will be allowed to play in a tournament, classic, or a game or games on that Friday and Saturday with all money, after expenses, going to the Hall of Champions.
The TSSAA Hall of Champions will be a permanent site to display the history of high school athletics in Tennessee.
- Requested the staff to give an explanation at the administrator's meetings as to the reasons for the present football playoff format and the placement of teams in the bracket. The current format is based on football playoff attendance figures for the past seven years and the decrease in travel and expenses for traveling teams and fans in the last four years of the current format.
- Voted to leave the basketball coaches' box at six feet.
- Approved the need-based financial aid report of Division II schools.
