Board of Control Meeting
Minutes
June 1999
1. Approved the minutes of the last board meeting.
2. Authorized the state office to administer the drawing for the regional and state volleyball tournaments.
3. Approved the financial report of the 1998-99 basketball tournament series. Also, voted to continue with the sectional tournaments for the 1999-2000 basketball tournaments.
4. Approved the financial report of the 1998-99 wrestling tournament series.
5. Approved the financial report of the 1999 Athletic Directors Conference.
6. Approved the financial report of the 1999 Cheerleading Coaches Conference.
7. Eliminate pre-sale tickets for the football playoffs.
8. Denied the request of the District and Regional Coordinators to lower the price of sub-state volleyball tournament ticket price in order to maintain a consistent ticket price in similar events.
9. The Board approved on the following recommendations from District and Regional Coordinators:
a. In soccer, only players ejected under Rule 12-8-3 will be suspended for the next contest (red card immediate ejection). Players ejected under Rule 12-8-2 (yellow and red) would not be suspended for the next contest. The board voted unanimously in favor of the recommendation.
b. Continue with the administrators meetings in girls' soccer, football, basketball, and boys' soccer. The Coordinators recommended that we encourage administrators meetings in all sports where it is felt that it would be important, but not require it in wrestling and baseball. The board voted unanimously in favor of the recommendation.
10. The board voted unanimously in favor of the following awards to be given in the nine
athletic districts: System Administrator of the Year, Principal of the Year, Athletic Director of the Year, Male Coach of the Year, Female Coach of the Year, Official of the Year, and Media Representative of the Year. The awards are a continuation of the A.F. Bridges program and will recognize individuals for their contributions in sportsmanship and citizenship and reflecting the image that should be modeled in each of their respective areas.11. Approved the continuation of the "TOPS" program, which is an observers program for high school athletic contests modeled after the mystery shoppers program.
12. Approved a suggested budget of $1,770,000 for the 1999-2000 school year, with approval of the final 1999-2000 budget to be made at the August Board meeting. This is a 5% increase from the 1998-99 budget of $1,681,000.
13. The following are recommendations voted on by the board that were presented by the State Wrestling Coaches Association:
a. It is recommended that in the state dual format we return to the large and small class based on a 50 - 50 split. The board denied the recommendation by a vote of 7-2.
b. It is recommended that a system be established to determine which referees work the State Dual and State Traditional Tournaments. This is to be done through the State Coaches Association (ranking, voting, etc.). The board unanimously voted to deny the recommendation.
c. Due to the continuous loss of revenue over the past two years, the board unanimously approved on the recommendation to eliminate the travel expense for the participating schools in all State Wrestling Tournaments.
14. The following are recommendations voted on by the board that were presented by The State Track Committee:
a. That the top two places from each region plus the next four best performances from the combined regions in Division I advance to the State Decathlon/Pentathlon. That the top two places in each region in Division II plus the top six performances from the combined three regions in Division II advance to the State Decathlon/Pentathlon. In Division I, there are four regions in each classification and in Division II there are three regions in each classification.
That all regions be required to complete their decathlon/pentathlon by the Friday two weeks prior to the Friday and Saturday of the Spring Fling.
That the starting time for the decathlon/pentathlon be at 9:00 a.m. on both days. Presently the starting time on Monday is 10:00 a.m. and on Tuesday is 9:00 a.m. The board unanimously approved the recommendation.
b. That the girls' pole vault be added as an event and scored as an event in the sectional and State Track Meets. The board voted to approve the recommendation by a vote of 8-1.
c. That the 3200 meter run be moved from its present position in the order of events to the event prior to the 4 X 400 relay. The board unanimously voted to deny the recommendation.
15. Voted unanimously to accept the bid by Middle Tennessee State University to host the Boys and Girls State Basketball Tournaments for the years 2003, 2004, and 2005.
16. Voted unanimously to accept the bid by Middle Tennessee State University to host the 2000, 2001, and 2002 State Volleyball Tournaments.
17. Approved the National Federations request to send a letter to member schools encouraging them to join the Council on Standards for International Educational Travel for a $25 membership fee.
18. Approved Clarksville High School as the site for the 2000 Dual Meet State Wrestling Tournament.
19. Took no action on a request from the Tennessee Dental Association to require the use of mouth pieces in basketball, baseball, softball, wrestling, and soccer and to require face masks on all softball batting helmets. The board further requested that all data information and requests be forwarded to the Sports Medicine Committee of the National Federation of High School Associations, since it is not a requirement of NFHS playing rules and member schools abide by NFHS playing rules in all sports.
20. Approved the recommendation that the state office assign regional tournament officials in wrestling and soccer.
21. Carroll Academy was accepted for membership in TSSAA beginning with the 1999-2000 school year.
22. On appeal from four football officials in the Region 1 Football Officials Association, voted to suspend the officials from first game of the 1999-2000 season, put them on probation indefinitely, and request they not officiate Cherokee High School football games, home or away, in the future.
23. Voted to give the state office the authority to provide to member schools the number of TSSAA ID cards, up to 10, as needed by each individual school. This will be determined based on the participation of the schools in the Tennessee Athletic Coaches Association Clinic.
