ACTIONS OF DECEMBER 2, 1998

LEGISLATIVE COUNCIL MEETING

 

1. The Legislative Council voted to take no action on the proposal to place all public schools in Division I and all non-public schools in Division II for tournament competition.

2. The Legislative Council voted to change the academic rule, beginning in the 2000-2001 school year, to state the following:

If a school system requires less than 24 credits for graduation, the student shall earn five credits the preceding year in school in order to be eligible to participate in athletics; if a school system requires 24 or more credits for graduation, the student shall earn six credits the preceding year in school in order to be eligible. All credits must be earned by the first day of the beginning of the school year. Academic eligibility for a student is based on the requirements of the school the student was attending at the conclusion of the school year. Students who are ineligible the first half of the school year may gain eligibility for the second half by passing five subjects, or their equivalent, for which they receive one-half credit each towards graduation.

3. The Legislative Council approved the proposal effective with the 1999-2000 school year to permit schools to accept credit earned through correspondence courses and other individualized study programs as it conforms to local board policy.

4. The Legislative Council took no action on the proposal to remove the requirement that all head coaches in football, basketball, baseball, softball, and track be full-time employees and took no action on the proposal to remove restrictions for the number of non-faculty coaches that may be used in all sports. The Council further requested that the state office staff bring proposals to the Legislative Council at its March meeting regarding any changes in the requirements to be a coach at a TSSAA member school.

5. The Legislative Council approved a change, beginning in the 2000-2001 school year, regarding coaches education to state the following: All coaches will be required to take the two TSSAA coaches education courses within the first five years of their employment in order to continue coaching at a TSSAA member school. This would apply both to full-time employees and non-faculty employees. All full-time employees who were coaching prior to 2000-2001 will be grandfathered. In addition, all non-faculty coaches and all full-time employees will be required to attend TSSAA training sessions in TSSAA policies and basic principles of coaching during their first year of employment.

6. The Legislative Council went on record in support of the concept of the two-week dead period, or no-contact period, in the summer. The Council requested that the state office appoint a committee to study the proposal for a two-week dead period and other issues regarding practice in the sports calendar and bring a report to the Legislative Council at its March meeting. The Sports Calendar Committee will meet January 21, 1999.

7. The Legislative Council took no action on the proposal to change the beginning date for wrestling and basketball practice from November 1 to October 15.

8. The Legislative Council approved the proposal to state that any member school that withdraws from Tennessee Middle School Athletic Association membership must be an affiliate member for one year upon application to renew membership. Affiliate membership is defined as having all the rights of other member schools but not being allowed to participate in any TMSAA tournament series. This will become effective with the 1999-2000 school year.

9. The Legislative Council requested that the Tennessee Middle School Athletic Association survey member schools to determine if TMSAA member schools would favor participation against member schools only beginning with the 2000-2001 school year.

10. The Legislative Council approved a change in the Tennessee Middle School Athletic Association sports calendar to state that beginning with the 1999-2000 school year football practice may begin no earlier than August 1 and basketball practice may begin no earlier than October 1.

11. The Legislative Council reviewed a report of the Home School Study Committee, with no action being taken regarding the report.
