The Legislative Council, at the December meeting, requested the staff to present a proposal regarding preseason scrimmages and the number of contests being played in some of our sports. Supplement #1 contains an overview of the present situation and proposed changes in volleyball, baseball, softball, and wrestling. The proposal in regard to "preseason scrimmages" would apply to all sports.
As the Council is aware, there is also a dilemma facing schools in regard to catastrophic insurance. The proposed change in regard to jamborees is for high schools only and would apply to all sports. It can be taken as a proposal without 25 percent to TSSAA or with 25 percent to TSSAA.
A student who enrolls in a boarding school or leaves a boarding school would be treated as if he or she had a change of residence.
In both cases, the student would be ineligible if it is determined the move is for athletic reasons.
As an exception, non-athletic merit scholarships may be awarded to boarding students through school-administered programs. Each program must demonstrate clear selection criteria and be approved by the Division II Committee and the Board of Control. To be eligible for athletic participation each recipient of a merit award must meet the selection criteria of the program and be approved by the Division II Committee and the Board of Control.
The Board of Control is recommending to the Legislative Council that they look at changing the starting practice date for fall practice from August 1 to the Monday of the week of August 1 and to look at changing the starting practice date for winter sports from November 1 to the Monday of the week of November 1.
